Lets say thats the context of the article then it can have a special status but thats not what Hawiyes want, they want it to get a status as an FMS. Article 9 doesnt give space explicitly for the upper and lower house to contradict article 48.

You want to bypass the provisional constitution but dont want it to be finalized because Xamars in an unfavorable position. Then you say “im pro-federalism”
