He actually just said that they met and talked with the FGS about the port deal. No where does it mention authorization or signature. Hassan Sheikh Mahamoud denied that he ever saw that deal and made clear he didn't sign anything. There is literally zero proof, it is just a conspiracy theory from certain people.
