Vehicle insurance companies in Xamar should pay out for damages incurred by those trucks/cars.

Unpaid soldiers could be incentivised to look out for uninsured vehicles or drivers.

Basic technology could help with identifying number plates and authentic driving licenses.

Insurance companies would have to keep a strict due diligence process on all their drivers.

Smaller city = easier to control and security could prioritize Al-shabaab fully rather than focussing on other things.

Mogadishu is absolutely huge, I have been there and there are many areas where Al-shabaab can slip through undetected.

This move of capital is purely security and saving lives. Nothing more to it.
