Please tell us how the Somali government is supposed to effectively run the country with the ridiculously low-low budget of less then $350 million a year - and this saw a slight increase from the previous year and approx. 1/3 of that was donations from friendly countries.

Just to give you a comparison.
Kenya has budget of 29 BILLION dollars annually and Ethiopia I think is at 13 BILLION dollars.

For a country like Somalia that's lacking in almost every imaginable way - with crumbling to non existent infrastructure ontop of that fighting against AS - 350 million gets you nothing and nowhere.

If you're against the loan what solution do you have o wise one.

  1. Fix justice system and sign into law; contract & property laws so you could regulate and tax the thousands of business that would spring up because of this regulatory certainty. That's a couple billion at least.
  2. Nationalize arable land and lease it to qualified commercial farmers in return for storing part of their harvest in silos for drought insurance. The government would gain another couple billion from that indirectly if it's over 100,000 hectares. Two birds with one stone.
  3. Create a special administred zone or industrial zone outside of Xamar to sidestep local corruption and centralize accountability, security and streamline government services. If done properly each square feet in that zone would be worth an ounce of gold. Easily tens of billions for the government in direct revenue while turbo boosting the local economy.
  4. Create a shariah based government bond for the diaspora at extremely favourable long term rates. Much better option then taking a loan worth 200% of our GDP from some foreign vulture banks that would prefer us to not be able to pay for it so that they could dictate how we run our economy. No doubt that $15 billion will be spent on hiring overpriced foreign engineering companies.

If N&N had the public's mandate then I would keep my opinions to myself but idiots like you tend to forget that the current government got here by foreign intervention and bribes.

That latter can be put together by making a deal with Jubaland since I'm sure they would love a green light to go ahead with investing in agriculture there.

Right now no one in their right mind would dare to develop a large farm without permission from Xamar even if Madobe controls it.

AS is a minor threat when it comes to large commercial ventures. At worst you just pay the local branch to stay away.

The private sector has plenty of ways to deal with AS and could actually be the best way to combat them.

The other options revolve around the territory that Xamar controls.

There are nearly 3 million citizens in the Banaadir region.

That's a potential market of 10 billion+ (GDP per capita of 3-4k in Xamar once jobs start appearing).

Even if the government doesn't control all of it...

As long as they create laws to guarantee property rights then the private sector could take over and take care of their own security.

The uncertainty regarding government regulation is what's hampering development atm not AS.
