Not really, most regions had basic infrastructure. Roads interconnecting major cities existed. But absolutely nothing was built in Awdal for the duration of the existence of Somalia.
The people from the town of Boon created what is known as iskaa wax u qabso because they realised the government doesn't give a crap about a far away region.

Before independence from the British the Borama district which is what we call Awdal today was its own region. We had our own region where we were the governors. When Somalia became an independent country, they lumped together the former Borama, Hargeisa and Berbera districts as Waqooyi Galbeed out of spite. Even the region we inherited from the British was taken away by Somalia. The only reason why they recreated Awdal and Sool in the 1980s was for Siad Barre to win favour from the Samaroon and Dhulbahante in his campaigns against the Isaaq. It wasn't out of a favour for us.

The British were most likely responsible since there are old accounts of them maintaining the Borama airstrip in the 1950s.

The adjacent utility buildings such as the control tower and whatnot were most likely built by Samaroon and were used until the airport itself eventually went defunct.

Imagine that the British Gaalo did more for us than Somalia ever did.
