I think the bigger problem is that they don't even get married much in general. Marriage isn't just required by our deen if you're muslim, it's also one of the best ways to build yourself up financially and build generational wealth.

Wealth is a good indicator for a lot things; you're usually better educated, come from a more stable household and will usually have a more stable marriage as well. Poorer black men don't marry as much, there unfortunately more of them.

Community centers are simply not enough, they need reparations of some other kind of serious economic programs.
They missed out on the massive infusion of wealth that created the white middle class during new deal and G.I. bill because of that they handled deindustrialzation worse since they were less educated and poorer than their whiter counterparts, they ended faring worse in the shift to a service sector economy.

Add that the C.I.A flooding their communities with first heroin and later cocaine together with drug war as a final nail in the coffin. They're not gonna make it sxb.
