the government needs to do a surveillance on all major telecommunications companies like hormuud, shabaab use these to talk among themselves and plan attacks.

there should be whistleblower department that handles any person that is being extorted by al shabaab for either information or money.

any business that gives shabaab money should be shutdown. former shabaab leaders like roobow and madoobe should be charged and hanged.
