In addition to improving the roads, it's also wise to invest in cheap sources of energy (especially in renewables) since Somalia has one of the most expensive electricity rates in the world (¢80-90 kWh).

Cheaper electricity would ensure less wastage from perishable goods (especially fish) by relying more on refrigeration which currently eats into the electricity bill.
