the two houses of the Somali Federal Parliament shall enact a special law with regards to this issue.

It wouldnt be confusing at all if clear borders were set between whats to be called muqdisho and whats to be called Banaadir State

Generally in federalism, the entire city becomes a federal territory.

If you make some districts federal territory and others part of a FMS, you complicate things logistically and legally.

The sacrifice of being a capital city in a federal country is not becoming a state. Ask Washington DC, Addis Ababa, Canberra, New Delhi, Kuala Lumpur etc.

Similar to the U.S there is DHS/Federal Protective Service, which is the law enforcement agency servicing federal property in D.C and across the U.S. Then there's D.C Metro Police which handles everything not handled by FPS/Secret Service/U.S Capitol Police off of federal property.

Somalia needs to also establish a federal police force that's sole duty is to protect federal landmarks, federal prisons, federal court houses, & more only on land owned by the government across the country.

Each state security force would handle security of airports, ports, state prisons, highways, criminal investigations, etc

Each city police force handles local policing, public safety, etc.

The federal government would also fund each state to set up a police network for inter-state police cooperation outside of federal control.

This would drastically optimize security and operations across the country. Also not to mention, would have great accountability so that things can't be shoved under the rug with clear and concise rank structure.

Banaadir is going in the right direction. The political capital of any country should never be the economic/financial or even the entertainment capital in which Mogadishu is all three.

In recent years, the FMS and FGS have been selling or gifting government land to the highest bidder.

All the public parks in Xamar are now sold and even the former military base in Galkacyo was sold by PL to Amal Express.

Banaadir territory has to be expanded and Merca city should become part of the new state and I also believe old Xamar districts be part of it while govt areas are exempt from the state authority

I'm against the separation of Banaadir and Muqdisho. According to the constitution the FGS cant directly control any region. The FGS are representing the whole country, all they need are buildings to operate from.

Banaadir should be its own state while housing the premises of the FGS. Just like in Berlin.

Lets break up banaadir into two. South banaadir and shabellada hoose can become a state. waqooyiga banaadir and shabelada dhexe can become another state. Then the idea of hiraan state could become a reality.
