As far as they're concerned its not their problem, if Im not mistaken Mx live west of dhusamareb and the only part thats occupied by Shabab is near the coast east of dhusamareb, if they freed that area they could develop the port and make importing cheaper but they're not intelligent enough to comprehend all that
