That was probably the only good thing he did and even that is debatable. He had the opportunity to form a new government after Siad Barre was toppled but he chose barbarism instead.
He basically lead a genocide by massacring/raping all non-Hawiye (targeting Darood) in Mogadishu. Darood fled to Jubaland and Puntland and he followed us to try and wipe us out completely.
He also caused mass starvation in the south and created a famine giving the Americans pretext to invade. The man is the face of evil and he really looks like it.
