That dude got a whole face tattoo, they’re probably fentanyl addicts, committing crimes to make money for their next high. The face tattoo dude is definitely Somali, the girl looks like she could be Oromo maybe since theirs a lot of them in Minnesota. Theirs no Somali Bantus in Minnesota in the Midwest the Bantus mostly live in Columbus, Ohio, Kansas City & St Louis, Missouri & Milwaukee Wisconsin.

They look like ethiopian's. For instance, Somali people eyes dont look sleepy or high.While these ethiopians have a droopiness to their eyelids just like most ethiopians do. I know Somalis with those traits you just said. Somalis in the south, and Somalis in the north don’t look 100% the same also there is not one “ Ethiopian” look that is a nationality so none of what you said applies to all Ethiopians which comprise 100+ ethnic groups

They all have bug eyes on average are midgets/short on average and have a different type of facial structure which is kind of softer than somalis who have sharper facial features.
