No they are not if based on genetics, They diverged from blacks the same time as all other non black races did, They left africa the same time as the ancestors of whites,asians and other races did, Technically at that time they were the same race as whites asians and other people and together they were called proto eurasians the proto eurasians were though still very close to mainland african populations at the time before they diverged into the now different races they are , It was though first after they left africa that the proto eurasians diverged into different races,
