I think it's more to do with animals being emotional crutches for a lot of people. A lot of folks who really gravitate towards animals have abusive backgrounds. They feel betrayed and alienated by other human beings and feel safer with animals who will generally remain loyal, depending on the animal and breed, if you don't abuse them and just feed them.
Of course the relationship is always going to be much shallower than one with a human being. You can't have a real conversation with a dog or marry a dog or have children with a dog or really even go on genuine bro adventures with one but when you hate other people or just fear and don't trust them, this quiet doey eyed creature that just "listens" and seems to love you unconditionally will do. Poor folks would be better served getting therapy and confronting their emotional scars. But yeah, some sick people do keep animals as some sort of power trip.
