Anyone who is traveling to Hargeisa with a foreign passport also requires a Somalia issued e-visa. Dont believe anyone who tells you otherwise

Its possible that they are trying to defy the new regulations as much as possible but the FGS is aware and they're planning to take action such as downgrading Hargeisa airport to a local airport and forcing international airlines to go through Mogadishu. These issues will be resolved soon.
Some are carrying Somalia passport, while others are presenting a Somaliland eVisa at the border. Airlines don’t have a way to actually verify if these documents are valid. All they can do is check that the name, passport number, and dates match.
I'm seeing news that Somalia will be integrating its ETA system with airlines from the 27th, meaning people won't even get a boarding pass if their eVisa isn't valid.

i believe this will affect the ecoomy of hargeisa , hawiye have offiically declared war against isaaq, hawiye know isaaq have the most imigrats that go back to their homeland, hawiye want part of the pesso, this will further escelate i am sure . two things will happen no Somaliland person wil visit hargeisa again via airplane , they either go via jabuuti by car and by jigjiga then to car.
and advise for Hargeisa just built a small airport in wajaale ,on th eside of ethiopia fly to addis aababa then to wajaale and then go by car with in 35 min ur in hargeisa , u then can avoid hsm cartel to steal ur revenue ,its very sad that hawiye wants to take the little revenu isaaq make, when hawiye have the recognise govt of somalia get all the aid in the world billions of dollar and u wanne steal their little money they make they have aid coming to them
