AMISOM leaving south Somalia by 2039

What is holding Somalia back from having troops? Is it money, Personnel, training, or a solid command post and tactics?
somalis still dont trust each other. the scars are still there so tribes cant agree on a single command. not to mention we cant buy weapons or even afford them
I can see that, but if the government had funding wouldn't many unemployed men want to join regardless of clan? I would think they could easily get 15k trained troops if they had the budget.

A variety of reasons ,but there is also an arms Embargo on Somalia .
The mission of Amisom should be extend to 2089 because nothing will change in Somalia's politics. In 2035, this group of countries should be replaced by troops from South Sudan, Congo and Sierraleone.

Farmaajo doesn't need an army to get rid of Al shabaab and make AMISON redundant.
All he needs to do is build a competent intelligence agency not owned by foreigners.
A few spies in every tuulo would probably get you more progress than continuously chasing after training camps like a whack a mole game.
Take it down like a criminal organisation.
You don't need to lift the arms embargo or get support from other clans.
An organisation of 1000 trained spooks could take out an army 100x it's size.
While at the same time taking out the traitorous trash.

It won't costs even a fraction of that and the current administration could probably afford it atm as well.
Might take a little bit of time to train the officers in Russia (don't trust Turkey with this one).
Once you get a few hundred fairly competent operators we can secretly train local snitches or even trained spies for less than 10 million.
They don't even need to know how to use weapons.
Just get them the basic course on comms, taking photographs and w/e we need to get a list of confirmed terrorists and their sympathisers (funders and corrupt politicians).
We all know that foreigners won't provide Farmaajo with the resources to build an army so this is pretty much his only option.
If Farmaajo fails in 2 years after attempting to take out Al Shabab using his ragtag army then he can only blame himself.
