One clan cities cant work xamar has proven that. I think

at least bring one city that can rival 1/100th of xamar.

Xamar is dominated by Hawiye but it's also populated by people of all clans, even the Isaaqs.

The bigger city usually isnt the capital for most of the world they try and bring development to a second city that needs the support.

I suggest Kismaayo, it is shared city of Hawiye Darood Bantus and Raxanweyn.

Kismayo has as many of those people (percentage wise) as Xamar has darood perhaps even less. and its too far south.
