Kacaan was facing a massive rebellion in the north, this was certainly not at the height of their power, they could barely keep control of Somalia forget about protecting Somali civilians outside the country. IMO they should’ve sent covert task force into Kenya something numbering around 1500 soldiers and they would achieve massive success like during the Rhamu incident but kacaan need garrisons in all cities to prevent breakdown of order, blame it on the SNM who were a headache to the goverment. Those bastards inadvertently or purposefully caused the deaths of millions of Somalis because of the domino effect it had on history.
