Civil servants just like civilians are capable of committing crimes, including rape. That’s not unique to Somalia, nor does it make it a state-sponsored or systematic issue.Sorry but I have to disagree, Somali police during kacaan were mass rapists, so many stories of women in their custody raped, theres many old newspapers you can find with such cases
I don't agree it was normal or common tho

You can search this kind of misconduct for almost any country. But does that mean we label UK police as “mass rapists” or claim the British state is systematically enabling rape? No because that would be an exaggerated and unfair generalization.
The same principle applies to Somalia. Individual cases of abuse do not automatically equate to a state policy or institutional endorsement.
