If I was being generous and gave puntland a gdp per capita of 1k . We now have a country of 4 million people with a gdp per capita of 1k. What ability does this country have to attract any foreign investment? The answer is none . If I was a foreign company or country . Puntlnad has basically nothing to offer me to get me to invest in them so I woukd obviously extract massive concessions from them.
We already have real world examples of what happens to small poor african countries just look at Liberia Sierra Leone, republic of congo, Togo.

Djibouti is power house of somali states. Somalia for all its ports has around 3% of ethiopian trade djibouti pretty much has monopoly on port business. This all somalia has got going for it the differnce between have and have not states is port.
Djibouti also has rail system ,many electrical projects, ship repairss, hundreds of millions in rental fees from world powers bases. this dream for every state in somalia

The gdp per capita is like I said extremely deceptive. Most of Djiboutis wealth comes from port fees which are easily monopolized bybthe ruling elite.
Also a 4k gdp like Djibouti. Is still incredibly poor becuase they only have a million people. So their economy is only about 4 billion. The countries that you see that have a 4k gdp and look semi decent have like 30/40/50+ million people and this means they have huge economies .

its not deceptive its real numbers. their govt pays salaries using these moneys, they have port workers, they have ship repairs, they have service jobs around this whole sector. its real money and real solid economic growth for them servicing 100 milllion people next door.
The money isn't fake but it doesn't take into account how the money is distributed amongst the pouplation.
Here's the head of the e.u humanitarian a.id program for djbouti saying that 70% of the pouplation lives in poverty and 40% in extreme poverty. If the wealth distribution was even semi distributed it would be impossible for 40% of the pouplation to live in extreme poverty at a 4k gdp per capita.

Djibouti is basically a city state but they are doing pretty well by African standards. Still they could be the Singapore of Africa if Guled wasn't so corrupt. Not enough Djiboutians have jobs and I'm not a fan of the military bases either.
Singapore services one of the worldsd richest nations like China malaysia hong kong and indonesia. Djibouti services places like ethiopia one of worlds poorest. we all semi interconnected. earnings percentages from billions vs trillions make big difference
