I believe certain clans would rather govern themselves since they predominantly rule over others and their territories. But if you come from a dominate clan and your folks have a whole state to themselves you'll be eating real good. You wont need to share with anyone. Laakiin compare that with someone who now governs a state which he is not a majority, im thinking in a well established government those folks will learn to share even if they dont like it. Again if you are a laandheere, this is the best way to go.
You would have two states sometimes even more with multiple governors and flags.

If one of your teams gets eliminated in a tournament, you would have a second state representing you. It's win win here

I have Jubaland, and I also happen to possess the biggest portion/state within it. I have 7 degmos all to myself in Gedo, and a few more in the Jubbas. If anything I would be losing my access to the Jubbas and it will be split up between Raxaweyn,Madowweyne and and OG.
