On the Violation of International Maritime Law and Security Threats Regarding the Vessel “SEA WORLD”

SEA WORLD unlawfully remained off the coast of Bareeda, Puntland for two days. It did not issue any emergency or distress request to the Puntland Government as required by international maritime agreements—particularly the United Nations Convention on the Law of the Sea (UNCLOS 1982).
The vessel violated international law which prohibits foreign ships from entering territorial waters without legal clearance—especially when visibly carrying weapons that could pose a security threat. This action contravenes Article 19(2)(b) and (g) of UNCLOS. It’s noteworthy that the ship was in an area where active conflict with international terrorist groups is ongoing, adding to the potential risk to Puntland’s stability and security.
International agreements and diplomatic protocol clearly state that any ship entering another country's territorial waters, especially if it's militarily equipped or illegal, must formally notify that government.
SEA WORLD, however, entered Puntland waters without explanation, breaching these protocols.
Puntland’s Response
The Puntland Government affirms its right to inspect, investigate, and take appropriate action against any vessel passing through its waters, as stipulated by Articles 25(1) and 27(1) of UNCLOS. A formal investigation is now underway to determine the vessel’s true intent, ownership, and cargo. Until then, Puntland clearly asserts that the ship has violated both international laws and local maritime regulations.
Closing Statement
While investigations continue, the Puntland Ministry of Information informs both the public and the international community that the vessel poses a significant threat to the region’s security and stability. It stayed hidden along a coastal stretch where Puntland forces have recently battled ISIS militants. Once the investigation is complete, anyone found complicit in this violation will be held accountable under international maritime law. Puntland remains committed to defending its waters, sovereignty, and safety in accordance with global legal standards.
