This figure is fake news. I think I saw reports stating that it was about 60-70% in Somaliland and Puntland. Likely in Mogadishu the figures are also somewhat decent. Only places where I imagine it is in the 30s % likely Bakool, Bay, and the Al-Shabaab towns.
