Abiy built a new Ethiopian Navy HQ

It's in the NTP i shared it in the GDP thread. It says they all agreed on how to split the revenue and how much each member state would pay into national tax.

I skimmed through it again and i don't think it mentions Mobile money tax directly. I think they all are starting off with it locally and then scaling in nationally later, that's what i'm assuming

A better look, but its used as a surface dressing on top of paved roads/worned down roads or bitumen is mixed with aggregates (stones and sand) to make asphalt concrete. These asphalt layers form the actual pavement structure of the road. This is used when building new bituminous roads from the ground up.
So is it two different ways to pave a road or just a step in paving the road

They make the distinction between high volume or low volume, meaning how much traffic they carry. Its the city roads they called low volume, the high volume are like the highways.

Yes it’s two different uses. One is just a step in maintaining an existing paved road (surface dressing). The other is a core step in paving a brand new road (asphalt layers).
 
A navy is meant to defend and possibly engage in naval engagements. For Somalia, the emphasis will always be on defence only, so only defending their waters and enforcing the law. In this instance, the coast guard or navy both serve the same purpose. You can't compare to other well off countries.
A Navy, Army, Airforce, Police and Coast guard are distinct entities, or siblings if you like

Even other Africans see how unreasonable this is. Their electric company has spent many millions to build a large tower building that offers no real utility.

Their state-owned electric company is already bleeding money, posting annual financial losses so it’s not a wealthy company with excess surplus revenue that it can allocate to such projects:

This is why, in the coming years, electricity prices are likely to soar in Ethiopia. They don’t have a microgrid system or competing private companies to switch to, so it’s going to get worse for them because they’re mostly stuck with a single state-owned provider. To cover financing costs and debt repayments, they will have to increase tariffs.

Because much of this debt is in foreign currency, ongoing forex shortages and the devaluation of the Birr make it difficult to finance external loans further tightening fiscal constraints.

No surprise here most Africans love Ethiopia, all their flags are copies of Ethiopia's flag, Congo even had their own history and kingdom with their own flag (white with red cross) but they rather copy Ethiopia's for some reason
