Dude Hawiye when left alone has two options.

1. No govt like HS/GM because they lack the academic prowess and have been accustomed to wait for Somalis to build them a state.

2. Warlord activities like 94-2004 where they agreed to no hawiye can bring a govt to hamar, they just reverted to 'war economy' tactics like extorting vehicles, businesses in bakaraha, airport passenger extortion, etc.

3. They build an administration and have their ISIMO come together(if they have any) and ask their politicians to sit down and work out a deal and run it past hawiye elders for 'authorization' like PL did. But this is highly unlikely as they do not have the same culture as us. In Hamar warlords and politicians have full power, but in PL Royals have clan power. So there is difference in our culture since we were essentially a kingdom and they weren't dee but a colony.

The fact remains no matter what anyone says. The constitution is TRANSITIONAL, so the capital status is itself not official.

Moe what are the 'sifoyin' or criteria we want from a capital?

1. A place that serves as unity point for all clans who don't feel fear or intimidation
2. A place where all Somalis feel equal
3. Neutral capital like the rest of the world who doesn't interfere in the processes of the region or else it's not unifying the nation like a capital should
4. A place with a good track record historically towards Somalis. We must grade this across all towns who have been the most welcoming of Somalis and who has transitioned well into their societies. PL southies are good example how they made a life for themselves in PL and participate in our economy as traders and live in peace and not persecuted, this is evidence that PL can do same for all Somalis if it can do it for southies.
5. Economic reasons where is the economic activities happening in the world, as all capitals align towards the economic zone of the world.
6. Security reasons. Local security is the area totally dominated by one clan as this can serve as a risk they may invade the capital, is it balanced by two clans to serve a check n balance on the capital?

Add other criterias u feel important in order to be a capital. Currently this Mogadishu isn't a capital for me, I treat it like regional city in Somalia. A true capital 'evokes' no emotions in it's country since the law of the capital is 'no regional favoritism' or the nation state collapses.

Rather then spending time on 100% on the news which is just reporting events, we need to discuss our national organs or legal system or federalism or constitution. Many clans are not prepared for this and it's 'edge' we have if we prepare ourselves years in advance while their busy in the media. By the time we have discussions, they spent their time on useless endeavours. The capital cannot have military, weapons, or anything like all capitals in the world. It has to be located in the REGIONS away from civilian areas. PL must be the Military station of Somalia or somewhere away from capital. Ceeb weeye to bring nations to your capital looking like A WARZONE, they sitting in xalane in shipping containers saying who a re they low iq ppl

All abgaals n hg needs to be disarmed if they want the capital status u cant get capital and military it doesnt work like that proper nation states. I say immediate confederation like the EU, so PL doesnt have to be held down. I want to be like France doing my own thing as a state with weakened brussels capital. Till their is real constitution. Excellent shall we declare a competition for capital like Australia did when Melbourne and Sydney the two largest cities had a 'deadlock'? what methodology are we going to use? without a methodology, it's just mere opinions going back n forth bro and it can't be 'measured' against a methodology. Let's just agree on the methodology and the selection of the capital will be simple when we begin a 'tender' process for all regions to demonstrate why they should be capital and how this going to help Somalia as a whole, most clans will respond with clan points kkkk not responding to the criterias required of a capital.

It's probably how Somalis fill job applications and get rejected not responding to the job criteria as the position requires a skill set, stop talking about yourself but how your skills align to the criterias. Somalis won't respond how their region is best for capital by reading the whole damn methodology and criteria that needs answering.

Then we will have a neutral international stakeholder 'grade' who has the strongest responses. Or we can have a trans-tribal commitee who assesses all claims against the capital methodology and critieria and gives each region a score based on their response. Some is going to be selected for a job sxb when the panel is done reviewing interviews and applications, it's life there is winner and loser and somalis need to accept the outcome of capital selection.
