We're in this mess coz Hawiye didn't have the brain capacity to form a new government post the civil war. TPLF over threw the Derg and established strong government after they won the civil war in Ethiopia. That didn't happen with the H utus. They ousted Siad Barre and that should've been the end but they instead started clan cleansing operations and it backfired and almost costed them losing the capital to Darood factions in 1992.

The way Kenya alone Captured Kismayo in 2012 from Alshabaab should give a clear indications to all those who want Kismayo to be the Capital of Somalia that its a very dangerously close to Kenya and its very easy to capture, as it only took Kenya alone and less than 2 days to capture all of Kismayo, now compare it to Mogadishu where Amisom (many collective African Countries) that has arrived in 2007 still hasn't captured all of it fully.
