Saturday 30th March 2024: Chapters 1 - 4 of the constitution will officially be passed through in parliament!

Debt relief, joining EAC for trade expansion purposes and lifting arms embargo all done and now he is completing the constitution. All that is left is a Galmudug, Hirshabelle, Lower Shabelle and Banaadir fully free from Al Shabaab's presence by the end of his term and HSM will go down as the greatest Somali president.

Joining EAC is a stupid idea, debt relief was done mostly by Beyleh and Farmaajo Hassan just benefitted from that and finished it.

Arms embargo being lifted is not bad but this constitution is not good and meanwhile he has turned the FEDERAL SOMALi government into some sort of Abgaal jilib administration.

If he actually gets rid of that group then it would be a great achievement but I doubt it. This is the same characteer

As for EAC, Somalis are natural born businessmen who can now tap into a market of millions of customers. We will also be connected to ethnic Somali established businesses across East Africa. If your only argument is citizens of the country of other members are going to come Somalia, rest assured no one wants to come to Somalia with the PR we currently have.

This constitution is what this country needs. Think its the best one we will probably get. The alternative is one that makes way for foregin backed politicians working as agents and weak FGS overpowered by 5 different regional 'Madaxweyne's'. Also that sending girls to Saudi nonsense was just a rumour. Totally baseless other than a few internet cafe based newspages.

I think the whole point of the provisional constitution was to create a FGS that served the interests of the FMS but it didn't really work because only one strong FMS was ever created.

Centralism is the natural option but the level of corruption is too high and so no one is really buying into it. I don't know why you are so optimistic.

The stalemate continues just in a different form.

Compare to the provisional constitution where you had the IC and Ethiopia facilitate and dictate somalis.

Key amendments in the first four chapters of the constitution apply to the following articles:
- Freedom of expression (Article 17)
- Women’s representation (Article 47)
- Leadership system (Article 49)
- Number of political parties (Article 54)

- Composition of Electoral and Boundaries Commision (Article 57) Details: Article 17 (1) of the approved version says everyone has the right to freedom of expression and to impart that in speech, print, media, art or any other format unless it’s in conflict with the Islamic sharia. (The final version deletes the phrase “unless it’s in conflict with the laws of the federal republic of Somalia)

Article 47 (7) of the approved version says the constitution “ensures the participation of women in the legislative councils and political parties, and the quota for women will be stated in special rules adopted by the federal parliament of Somalia.” [The women parliamentarians wanted this article to say, “women should be participating in all three levels of government with a 30 percent representation.” That didn’t happen]

Article 49 (1) of the approved version says that citizens will directly elect the President. The president will appoint and be able to fire a Prime Minister. [Under the previous version, the president would only appoint but could not fire the PM (the parliament had the authority to fire the PM. Last year, the President and the leaders of the federal states (except Puntland) proposed a presidential system with a president and VP directly elected. That is now rejected]

Article 54 (2) of the approved version says that there will be three national political parties. [It rejects proposal from the president and federal member states (except Puntland) which limited national political parties to two] Article 57 (1) of the approved version says the composition of the Electoral & Boundaries Commission will be 18. [It rejects proposal from the president and regional member states (except Puntland) which put the number of the Commission at 15]

1st 2 are magnificent changes, Im bit iffy about the last change but we are overall moving to a good direction.

This thread is for any updates. First time in over 50 years the country will have a constitution.

Some of the changes came straight through the mouth of the opposition.
The change to Vice President and President system was scrapped in favour of Sheikh Sharifs suggestion. (Can't link the source for some reason)
I believe most of the reasonable voices were heard. Those who see progress as a zero-sum game shouldn't be entertained.
