Well, finances is not the issue for non-MS clans, it's probably the political connections that they are lacking.

You should listen to his interviews explaining how he pacified Mudug, the most unruly place in the Somali peninsula. He is daacad and understands the Somali psyche. Puntland should get the elections out of the way by mid-2024 at the latest. Somaliland elections that are supposedly happening in November 2024 will be preparing for it to be only postponed again or cancelled which will potentially reignite the Habro wars. PL needs to be ready to capitalise on it along with SSC-Khatuumo.
