Everybody is a qabiilist and everybody engages in qabyalad. It's part and parcel of being "Somali". Of course qabyalad should be punishable but only after peace and reconciliation. It would have to be genuine, real, and obviously peaceful. As Somalis we lack conflict resolution skills. Clans fight wey is xuumeyaan. Everybody holds their grievances against certain clans which lives on from each generation especially when you have your grandparents around you. You feel that trauma then you start to hold I'll will. But the problem is Somalis don't follow through with their grievances. Then people cant let go. When the population is illiterate and lacks basic education, are nomads, and have a false sense of superiority tied to being a nomad and false history what can you really expect? That's why you have old men who can't even manage to sign their names still fighting over "kuraas." The ones most affected are those without the protection of clan mainly Yibir, Madhibaan, Tumaal, Gaboye etc. who happen to be the most skilled laborers. If qabyalad were punishable they'd stand to benefit the most and this is very necessary for people like them.
