Majority are. There also some non Atmis ones in Baidoa.

Only the natives of a region can liberate it from AS. SNA will fail terribly if they don't have the support on the ground. We've already seen it happen in goboladda dhexe, and Middle Jubba being their HQ will practically be impossible. Irrespective, I do think that Madoobe will work with SNA & Co. to a certain extent, but mainly using local forces to liberate JL mutually.

SNA can’t even liberate HSM’s sub sub sub sub clan land. Forget about it.
