The fact that Puntland has chosen peace and cooperation with a group who has constantly launched wars on its territory is very mature and impressive. Since 1991, HG has attacked North Mudug and North Galkacyo and their failure in actually stealing land, shouldn't be conflated with a desire for true peace. It's a facade because they are not strong enough to steal land from Puntland.
Even in this 'peace' meeting, they couldn't help but ask for Mudug to have one governing body. It's safe to say that HG are not serious about peace and cooperation and are still lusting after land that doesn't belong to them.

The only true federal system that Somalia needs is making all of the 14 regions (excluding the 4 regions in JSL) a autonomous self governing states based on regionalism instead of qabil and it will work much better than what they got now
