Yeah, he was one of the few top leaders of the DERG regime that managed to flee the country. Most of them ended up being captured, put to trial and received the death sentence, even though none of it has been carried out.

But the interesting thing is that some of them took refuge in the Italian embassy in 1991 to prevent being captured. A former PM Hailu Yimenu, remained there for 2 years before committing suicide, a former President Tesfaye Kidan, stayed for 13 years until he was killed inside the embassy by one of the other guy there. And a former foreign minister Berhanu Bayeh, remained there for almost 30 years (!!!) before being granted parole and commuted in 2020 by Abiy.

If IHAPA or Amdon took power there would be no war in Eritrea or with Somalia, they would have offered autonomy to both regions instead of fighting 30 year long wars and getting millions killed.
