If the Ethiopians ignore the order, it might lead to a full rupture in relations and them recognizing SL. Dangerous times for Somalia. As sad as it is to say, Ethiopia doesn't actually have much to lose. Their troops aren't leaving and Somalia doesn't have the military power to do much.
This is a risk that Puntland is running. Delegitimizing the FGS is dangerous, and it may give Ethiopia an opening. The fact is that Xasan Sheekh has pushed Puntland to this point. By blocking foreign aid, he has raised the urgency with which Puntland wants to get Garacad up and running. If Xasan Sheekh is going to be in office for another 3 years, we need a source of revenue. Puntland will never compromise on the constitution, so there will be no agreement if Xasan Sheekh persists.

Somalia doesn't actually exist. "Political power grows out of the barrel of a gun." - Mao. When Somalis understand this simple quote and unite behind one system, then Somalia will be reborn in the real world. Until then, Somalia is just a thing that exist on a map.
The FGS does not understand how bad it looks that it has 0 territorial control north of Galkayo. Puntland, by accepting FGS as legitimate, hides how weak the FGS is in reality. What these anti Daarood politicians don’t understand is that the FGS is the third strongest military force in South Central Somalia. ATMIS and Alshabab are both stronger than the FGS militarily. Despite this, Xasan Sheekh wants to dictate terms to Deni, a man who is 1,000 km away from Xamar.

ps. Ranking of military forces in Somalia
  1. ATMIS
  2. Puntland/SSC
  3. Somaliland
  4. Alshabab
  5. FGS (Xasan Sheekh is here)
  6. Jubaland

Im not going to address your chest beating, but will try instead to shed some light on our genuine perspective.

You can't ask us with a straight face to waste another 8 years with the 4.5 system; with the current tax revenue FGS collects, that would be around 3 billion dollars. Deni and co. want us to waste that kind of money on a toothless project that doesn't deliver anything in return. SL and PL should go their own way. We are not returning to Afisyooni; we are ready to accept the consequences, may they be Al-Shabaab taking over or full-on balkanization. I hope Deni and his cheerleaders are.

A man who hasn't seen his hard-earned money end up in the pockets of a qabilist scum who hates your guts and, on top of that, has engaged in deliberate sabotage of your efforts to uplift yourself, will never understand how we feel. (I'm referring to CBB scum and Farmajo.) When you play stupid games, you win stupid prizes.

We wish reer PL the best under Deni, as we wish for all Somalis where ever they may be.

We are very pleased with HSM, and his courageous effort to stand up for the tax paying citizens.

How long you think you will be under the Amisom Bunker? How long it will be before you will be free from Al-shabab 100%?

I will answer your rude and provocative question this once.

I believe the only way to beat Al-Shabaab is through long-term good governance with superior logistics. Roads, garrisons, and economic incentives will decide the victor. Having leaders who can be held accountable is the first step; the time frame largely depends on how well the said leaders will perform.

We don't need to worry about the illegitimate FGS or feel any sort of allegiance towards it. Baal eeg their cadownimo. It took a PL minister on a business trip to close an embassy not SL giving land and port to Ethiopia. Let it collapse

No closing of embassy over this.

But this? Oh no we can't have it.

Signing over land to PM of Ethiopia or meeting some Ethiopian State minister over trade kkkk

I disagree. The only way to defeat Al-shabab is through a nationally coordinated effort form all the federal states. along the Federal Government. It will take all those to financially and militarily coordinate and work as team. Even if we go by your point, and if you put away your HAG googles and ask average Somali people of their opinion of HSM, i think most will agree that he isn't the type to lead this effort.

This peacocking, feather-waving, willy-gazing flagellation is actually dangerous, and at the end .So loses akin to being aboard a sinking ship with its Captain digging a hole under the cabin in turbulent waters, but that is something current crop of leaders hardly grasp, for none are students of history or politics. More so, I emphatically place the blame on the shoulders of the half-wit FGS leaders. That does not wholly remove blame from Deni & Co.

Did you know the FGS gov't refused to sign the paperwork for the 3G project funding?

In its current form, I would actually place SL, which may have the scaffolding, but no discernible fighting force in place, at the bottom, and place al Shabab at the top.
You can't ask us with a straight face to waste another 8 years with the 4.5 system;
What is the [real] plan to get rid of 4.5?

In real terms, how do you grade HSM in the past 24 months he has been in office?

Postscript:
Exercise caution in claiming the FGS as if your family business from people, who shed blood, sweat, and many a pretty farthing for its survival and existence when you might have been throwing rocks at it not so long ago (I am concluding that from your line of reasoning and constant usage of 'we' ). It sets precarious precedence, and is a never-ending cycle, where the same, if not worse shall be done unto you on the morrow.
