I checked the sources. It seems the American legal body "struggled" to find a working definition of anti-Semitism, so they co-opted a previously claimed non-legally binding (extant on the site) vague definition that set examples embedding any collectivized claims of Jewish actions for negative outcomes of Israel.

The definition itself refers mainly to what can be used, not what is used as a potential problem giving the interpretation of what is anti-Semitic in a legal sense a broad exploit. At the same time, the examples given had far-involving legal precedents. E.g.:

- Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavor.

Here, the International Holocaust Remembrance Alliance is outwardly demanding people to deny objective facts. I have previously posted the racist foundation of Israel from the ideological (through writings of Hertzl himself), imperial (documents and objectives by the Britains in their claimed agendas), geopolitical (Israel serving as the most advanced form of imperial colonial formation serving as an outsourced proxy for the West) angles. Scholars have covered this quite in heterogeneous manners.

The legal document claims it will use the inventory presented vaguely in a set definition but quite precise and overbounded in examples, clearly outsourcing definitions of what is discriminatory to an organization that has diverse stakes in using definitions to protect the interests of bad actors, as it is doing for Israel and the Jews in that country, objectively complicit in the actions of their nation.

- Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.

The law was passed through the House. What's left is the Senate, and the president - then it becomes a law.
