The foreign helicopters in PL Dr Osman is talking about are owned by Saracens International, a South African/British private mercenary military org tasked to deal with piracy and counter terrorism. They along with another private security firm Sterling Corp trained the Government Presidential Guards in Xamar and the PMPF (PL Marines) in 2011 before the UN instructed the Somalis to abandon them in 2011 the same year they arrived after reports of abuse and profiteering by the South Africans started to surface.

Somalia used similar foreign helicopters to fight the locust infestation in 2020 contracted by the Ministry of Agriculture. None of these including the Saracen helicopters are native fleets. Only the Bell 412 helicopters that were recently purchased by the SNA following the embargo's partial lift and it's fighter pilots are Somalis trained in Turkey. There are currently 5 of them in use.

Somalia NGO culture should not seep into the security forces. I remember the days Erik Prince of the Blackwater firm wanted to scout for Somalia's oil and resources in 2014, trying to prepare armed forces in remote regions while we still had AS roaming at large. You got to be a special kind of a poacher to try and extract resources using technology and aircraft in an unstable country.
