I read about this while ago, this drought will be a blessing in disguise. Burco is known for the highest number of livestock, in no time has the price of fish been cheaper than meat but today it's. Time we make use of our coastline
 
That is a lot of projects, how will a $350m budget allow that

Somaliland could increase its budget to over a billion dollars a year with proper taxation of business and taxing land which has become super expensive thanks to market bubbles.

Cracking down on illegal money exchange and stop the use of the dollar would mean the SL Shilling would appreciate greatly, decrease inflation and put hundreds of millions of dollars into the government coffers. It would also help circulation of the currency which would help economic growth. Taxing qat at a high rate would be important as well since it is a narcotic that ruins many people's lives and a billion dollar industry for Kenya and Ethiopia.

Whoever has a plot of land, but isn't doing anything with it, needs to pay 10-15% of its value in tax yearly. Businesses must pay VAT and contact of 25%.

Right now the country is a free for all where rich Slanders contribute nothing and the people starve. I would also put a 10% on all money transfers.

Our problem is we are ruled by useless, lazy and unimaginative tribal chiefs instead of an actual competent modern government.

Good plan but if the government does that we will have the same starving cunts screaming "muh qabiil is getting taxed by qabiil x"

Somaliland got a lazy ass goverment with no sense of urgency at all thing is we need good leaders and politicians NOW

We need food/energy/water/security/healthcare/education/jobs NOW Not in 10 years time Not after another election Not after S/L is recognised (which may well be never) But now And I just don't see that happening because there is no sense or urgency at all

For goodness sake Somaliland has existed for 30 years and it still does not have FUCKING pavements, let along paved roads, power stations, sewage systems or effective healthcare/education etc. What is the point of Somaliland existing if it does not fulfil the needs of its citizens?

It needs to do the following:

* Move very quickly on the Berbera port and base deals. Strike while the iron is hot. Get the contracts signed, notarised and deposited at all relevant legal authorities. We need to close the deal. Construction needs to start within weeks. The sites need to be secured as soon as possible.

* A new technical, politically neutral, independent advisory board should be established to identify the investments that are needed to secure sustainable, lasting economic growth and social developments. This needs to cover all sectors of the economy and needs to be development oriented.

* This technical advisory board can't be any old oday or politicians, who are not educated nor experienced to deal with technical, economic decisions. We need serious, studious, experienced technocrats who have worked for multi-million dollar organisations and companies.

* They need to include Somalis but should not be exclusively Somalis. We need international expertise and knowledge, specialists in international law and finance. This independent technically qualified panel and its decisions should be audited by an international audit firm.

* Investments in projects that (a) create sustainable jobs and (b) provide a sustained return on investment in perpetuity, the proceeds from which can then be reinvested. Resources are scarce and projects have to be prioritised to projects that create sustainable jobs, improve people's quality of life and provide a high return on investment, in perpetuity.

- Invest in a fishing fleet and transportation facilities; storage, freezing, processing and transportation facilities. Create jobs. Earn hard currency though exporting the catch. The government can tax the operations of the entity. Revenues can be re-investing in either enlarging the operations of the entity, improving the technologies and operational methods, branding & marketing, entering new markets or in new industries altogether.

- Invest in mechanised abattoirs & tannaries on the outskirts of the major cities, storage, freezing, processing and transportation facilities. Create jobs. Earn hard currency though exporting the products. The government can tax the operations of the entity. Revenues can be re-investing in either enlarging the operations of the entity, improving the technologies and operational methods, branding & marketing, entering new markets or in new industries altogether.

- Invest in farming in fetile parts of Awdal/Waqooyi galbeed/the South, significantly increase the land under cultivation, drill wells to irrigate those farms, get the universities & professionals with the requisite technical knowledge to improve agricultural methods; bring in drip irrigation, bring in fertilizers and encourage import substitution of whatever produce can be produced domestically. Improve food security, reduce food prices, improve peoples quality of lives, create jobs. Earn hard currency though exporting the products. The government can tax the operations of the entity. Revenues can be re-investing in either enlarging the operations of the entity, improving the technologies and operational methods, branding & marketing, entering new markets or in new industries altogether

- Nationalise all universities (ban all non-government owned universities) and create a government funded independent univeristy. Invest in a proper university/research institute that has a modern campuses, is fully equipped and that employs the most qualified, experienced and talented members of the Somali diaspora. The university should have faculties for applied sciences/technology/engineering/medical sciences&technologies, medicine/nursing/midwifery, economics/business/sociology, religious studies/Somali history/Somali literature. This university/research institute should: provide excellent teaching, free of charge, to all qualified students. This university should also conduct cutting-edge problem-solving based research to address the technological/economic/social/health issues within the country and come up with practical solutions and authoritative recommendations. The university should have close links with and directly work with companies/industry/schools/hospitals/government departments.

- Invest in light manufacturing of imported consumer goods that can be produced or assembled within the county even if we have to import the required raw materials e.g. shoes, clothes, furniture, construction materials, foodstuffs (flour, edible oils etc.)

- Invest in a small power plant, dramatically bring down the price of electricity and encourage light manufacturing. Build power lines to the major cities, with the support of donors/friendly nations.

- We need comprehensive reform to provide an enabling environment for development. We need to establish a functioning financial system so that individuals and organisations can deposit funds, borrow and invest excess capital. We need to reform our education system by routing out all the fake universities that are extorting money from students without providing them with high quality education that is commensurate to the money that they have paid. We need to invest in research that adopts a problem-solving approach to find practical solutions to the social/economic/environmental/political issues that we face. We need to establish various professional institutes so that we can regulate, manage and effectively utilise the skills and knowledge within our country; in particular we need doctors, teachers, engineers, nurses/midwifes, surveyors, accountants, lawyers, academics, scientists etc. We need to restructure and reform all our public sector institutions to ensure that they are effective, transparent and that they are fulfilling the job for which they were established.

- We need to take action to diversify our economy by putting the diaspora's funds into productive use, rather than consumptive use. We need to control the expenditure on imports and in particular qat, agricultural produce and consumer goods which are haemorrhaging cash out of the country/economy; one way we can do this is by investing in our ability to produce these goods domestically. We need to support out private sector and entrepreneurs so that they can do what they do best and so that they can expand into other African countries. We need to improve our ability to pay taxes, collect taxes and put taxes to effective and transparent use. We need to invest in infrastructure, energy production, roads, ports, airports, airports, communications technology etc.

Although, the SL shilling has been stable for a while now mainly (i think) due to it being printed outside the country by de la rue with a number of security features so that illegal printing is virtually impossible unlike the south.

As for khat i agree that poison has to be taxed to death. It's like a modern day opium epidemic where 19th century china was bullied by the UK to open itself up to trade by inundating them with opium.

I mean khat is actually rather harmless in comparison to other drugs (alcohol, smoking) but it's $100mils wasted every year.

Somalis are at a crossroad, it's do or die. We can either build a sustainable manufacturing economy by using our natural resources like solar, wind, oil/gas and nuclear power or we can die off slowly in a series of droughts. Nomadism should've died off in the 60s when we got our independence. Now many jobless and poor geeljires are flocking to the main cities like Hargeisa and Burco but there's no work for them. The government is corrupt and incompetent. They're only plane is to get for aid and then steal it. Then we wonder why people Tahriib.
The reason Somalis haven't abandon nomadism is because education is a luxury back home. If the people were given options and everybody was educated, the country would've had an educated class and bounced back from the civil war and strife.

Education is key to it all, wallahi Somalis would abandon even FGM too. The majority are not only uneducated but illiterate. That's the main issue.

Thing is there isn't much the youth can do back home, that's why everyone resorts to chewing the cursed leaf, we desperately need youth programs. I don't care if the old generation chew themselves to death.

They don't respect the youth. The culture only promotes respect of elders which is why the government is always full of odeeyaal regardless of if they're incompetent. If the youth were given positions of power and respect there would be more advancement.

They look down on the youth even though these odeeyaal are the ones holding everything back. For S/Land they're the remnants of the SNM so it holds a lot of value but at least give important MP positions to educated youth who are bicultural and bilingual and can really help things move forward.

The way they talk about the youth is really humiliating and disrespectful, it's as if the older generation have no faults when the youth grew up in strife. Just give the youth a chance at least.

Just want to correct you, they're not SNM, those who fought for the country are 6ft below us and those who remained are forgotten & homeless!

Ones I'm specifically talkin' about are the Guurti, they are the ones who are holding us back by constantly delaying elections.

Was Muuse Bixi not part of the SNM? Please correct me if I'm wrong as I am not familiar with S/Land politics. My mother supports those who have had ties with the SNM and she supports him so I am not sure. I just assumed.

He was, I was speaking on general terms, there are a lot of politicians who had no ties to SNM yet want to claim their struggle to get into politics.

That is because the SNM are considered national heros which is fine but the youth could do a lot more.
