That very well might be. However, you would have to agree that to a neutral observer the two events happening as they did would lead to at the very least a suspicion that they're related, if not a logical conclusion that one event caused the other.

It is unlikely we will ever know for sure one way or the other.

To be fair I have my own biases and blind spots, so I can't be one to throw stones there.

That said, I think you are spot on. As with most of these things, the highest probability is that it's a terrorist attack.
