My thoughts:

The Somali government issued ID cards so that they can identify every citizen in the country and have information on them. How can they govern or even collect taxes from people otherwise? How can they even hold elections?

Without an ID the Somali passport is useless. An Ethiopian or any random African can claim Somali. Money sent home is flagged as potential illicit transfer. Services do not reach the intended beneficiaries

ID will improve security, services and lower corruption. IDs allow the government to know who lives where, so they can plan infrastructure, education, healthcare, and collect taxes fairly. It will even reduce fraud and make it harder for non-citizens or criminals to exploit gaps.

They are tackling something important.
