It might be a smart move. Those tourism dollars could translate to the hundreds of millions if not billions to their economy.

Many Canadians were angry that this $200k giant duck was bought with taxpayer money but it generated them more than $7 million dollars from tourism.

As illustrated above, it’s money well spent given the audiences of the Premier League. Rwanda is one of the very few rapidly developing African countries without underground natural resources. They need the tourist dollar and it is safer than the western countries.
 
Rwanda is at tht level where they need to market themselves ...and the best place to do it is in the premier league in particular a London team....

"UK aid to Rwanda has been carefully and specifically earmarked for programmes that will support the country’s most vulnerable people and help it stand on its own two feet. UK aid is not used for sponsorship deals with Arsenal FC and DFID is not giving any money to Visit Rwanda or the Rwanda Development Board."
