I'm conflicted tbh. On one hD I feel like the capital should be changed. On the other hand I feel like other cities would be even worse then xamar.
as a fellow southerner you know us semi farmer clans are less tribalistic than the rest. Make the capital anywhere north of Hirshabelle and you will see what I mean.

You've got a point. I've actually changed my stance. I think Xamar should stay as the capital.
But I think the power needs to stay with Abgaal since they are a lot more welcoming ando have less of "unuka Leh" mentality. Abgaal are a lot more tolerant then HG.

I'm of the opinion that the local administration, whether it's Xamar or any other city, should reflect the clan make-up of the the said deegaan (while we have 4.5). Once we move on to 1p1v, then everyone have the opportunity to select the representatives and the question of clan becomes irrelevant.
To prevent that people abuse or take advantage of this, one needs to be a (full-time) resident in a place for 5-10 years before they can participate in deegaan elections.
Tbh, I don't really like the idea that a capital belongs to a certain clan. But if the majority of the capital is inhabited by one clan, then technically it's not wrong that it may be associated with a clan, especially if they are native. However, as long as it doesn't place restrictions on other people/clans to live there or feel like they can't be part of the capital (especially due to unuka leh mindset that push people away from the capital).

I actually think xamar is pretty tolerant and anyone can live there. The issue really is the few people online who claim xamar belongs to them

I concur, those people are they ones that seem to drive people away from settling with idea that Xamar should remain the capital.
Xamar seems like an open/tolerant place on a social level, which makes sense given that they hosted people from all clans for a long time. The civil war have affected this image a bit, though it seems to be returning back to its vibrant past.
As long as it remains a neutral place for everyone, I'm fine with retaining it as the capital.
