I don't know this lady or her parents, but I've noticed uncouth public behaviour for years now, and I suspect a lot of it comes from parenting.
Teach your kids how to behave properly, teach them to love Allah, Islamic principles, how to pray etc, THEN teach them to cover up. Let it build slowly, from the bottom up. Don't just stick a hijab on an untamed child.

Tbf, we come from a culture where wearing the hijab is a given for every girl/woman, you'll meet the most un-Islamic characters in Somalia dressed like everyone else. Some argue it's a good thing to have hijab being a common place practice
