The survey does not cover all disticts , its not based on science but rather asking people to guess how much they have . And it Worldbank admits this not based on hard data.

population wise. a 30 % somalis live in Somaliland which is around 4 million
60% live in Somalia South which is around 8 million
PL population is a little over 1 million which is less than 10percentage of somalia’s.

Now as you can see Puntland has done well but it can never be compared to North and South . Due to huge population difference. Alot of poor people will be found in Hargeisa and Moqdisho but also a lot of wealthier people. . There’s as much poor people in both somaliland and Somalia as there is total amount of people in Puntland
There has never been consensus done since 80s all These population estimates guess work.
Also the study from 2016 is biased because PL was still seeing a lot of money from piracy that greatly helped their economy . Piracy was lower but the money was still being used from older heists . Not every Somali region was keen to criminal activity
Also mudug is where piracy thrived from 2009-12 bari and nugaal had very little to do with it.
