They didn’t own Somali republic anything clearly their orthodox ally was always Ethiopia they suggested a union between Ethiopia and Somali republic to solve the matter siad barre rejected it . The USSR (like most countries) only care for their interests so when supporting Ethiopia became more strategically valuable, they ditched Somalia.
It was Castro who suggested the federation, which was obviously a terrible idea hence why Barre rejected it.
