The guy in the middle is the head of the ragtag so called Armed forces of Somalia. The dude looks like a reptile.

it’s a kilt

that is a Scottish highland warrior, Royal Scottish Guard Regiment Highland

some of the bravest regiments a European army has ever fielded in the 300 years

and they all go commanding meaning nothing underneath the kilt otherwise he will lose the right to wear it
