When and how much we fill is already agreed and accepted by all parties. We made concessions and we are filling it according to the agreement. The only outstanding issue is NOT the filling process and how much but how to run it afterwards especially during drought. That is 1% of the agreement. 99% is agreed. That is why we say while we are negotiating about the 1%, we are going to implement the other 99% agreement including the filling that was already agreed. Egypt on the other hand wants us to wait until the 1% is also agreed. If we wait, that means Egypt can prolong the agreement for the next decades and we will be waiting forever before filling the water.

And honestly, it will be hard or may be impossible to agree on the 1% issue. Egypt wants us to give them water from our reserve during drought and we ask how much? We say let's agree who much water each country will get and we will give you your share. Egypt doesn't want to talk about water share and is stuck in colonial era. It only says how much water you give me should be decide by a third party. Egypt wants us to hand over our dam to a third party to decide how much water it will let for Egypt during drought. We say no. This is our sovereign water and dam and no one will decide on it other than us. We say let's agree on the water share and you will get your share. Egypt says no. See, there will be no agreement. Either we have to surrender our sovereignty or Egypt must agree on water share. Both will not gonna happen. So we can't wait on something that will never gonna happen before we start filling. That is why we will fill it according to the agreement.
