They’re trying. But Ethiopia is dragging its feet to shift to barbera even after signing the MOU.
Most of the roads leading to jubuuti is inhabited/bordered by Afars who are loyal Abyssinia dogs.
Why would they shift to mostly inhabited Somali areas to reach barbera??
Ethiopia will stick with jubuuti for now.
