No Ethiopian will stop the dam from building. That is wishful thinking. Not Abiy, not TPLF, not even Jawar. Any current or future government will still continue building the dam. In fact one of the only few things Ethiopians across all political spectrum agree is the building of the dam because it will benefit all Ethiopians and lift millions out of poverty. There is a wide consensus among Ethiopians on this issue.
Tigray's who are at odds with this government could probably be coerced

We dont want a civil war in Ethiopia as it will bring extreme amount of refugees to somali lands. Civil wars lasts for years aswell. The only solution is to free our territories ourselves and let the Ethiopian people that live in those cities flee back to their homeland.

The problem is that it doesn't take much for outsiders to instigate between Somalis. I don't know, but I feel that Somalis haven't learnt anything from the past.
It only takes one Somali dabodhilif to unravel a huge amount of chaos.
They would probably very easily instigate Somalis against one another. It's definitely not as simplistic as some wish to make it look. The ONLF are now a political group that has denounced violence and can only really function in their clan territories with any real influence. The only way forward is for Somali clans to mobilize militias and either cooperate with eachother or retreat to their areas of influence.
Btw Moyaale isn't lost. The Garre and Boran have been fighting for over a 100 years. It's still a Somali territory.
Wrong! Every Tigrean I know including TPLF supports the dam. In fact TPLF accuses PM Abiy for being less patriotic and selling the dam to Egypt. Remember that the tigrean Meles Zenawi started building the dam and every Ethiopian region will get electricity from the dam. There is a wide consensus on this one. Today the president of tigray sendt letters to 70 head of states in the international community, warning them about an upcoming civil war.
The fights Will take place in central and northern ethiopia, meanwhile ONLF will pick their arms up again and secure their 7 regions.
If there is any war with non somalis it will be on liban zone, diri dhabe and shiniile.
With that being Said, the inhabitants of those areas will have to seek ONLF's help to survive.

i'm doubting that ethiopia will survive the next decade.
Clannism isnt as toxic in Ogadenia Cagjar is denounced mainly by his own clan and they are his biggest opposition. There isnt actually much clan on clan tension as the hierarchy is clear Absame then Dir then everyone else. Garre would be third but have almost no highschool graduates and speak another language. When there is a clear hierarchy its harder to inspire conflict.
ONLF didnt denounce violence by the way and influence over Absame territories is influence over the vast majority of territory in Somali Region.
Somalis have been saying this since I was a kid, and every year their GDP grows
