No, if the government is elected in the elections then they have full authority to perform security operations. Farmaajo doesn't want to risk it now before the elections, after the elections is a different story.

Also the opposition have no choice but to accept, if the US labels you a SPOILER and sanctions you for terrorism you are all but politically dead.
