No, if the government is elected in the elections then they have full authority to perform security operations. Farmaajo doesn't want to risk it now before the elections, after the elections is a different story.There's no chance any foreign troops except possibly Ethiopia's fights some Somalians at the behest of other Somalians*. I even doubt Farmajo can rely on his pimp Abiy when Ethiopia is slowly disintegrating
