For someone like Paul Kagame to arise, all corrupt politicians and dissidents have to be killed as soon this Kagame-like figure takes power. Paul Kagame is Isaias Afwerki without sanctions, he has arrested, killed and exiled most of his opposition. Kagame is a smart guy and knows how to use the west to his benefit without causing too much attention to be focus on what he's done. He also spends money lobbying western politicians for his nations benefit.
Kagame reminds me of a benevolent dictator like Lee Kuan Yew of Singapore who transformed his Singapore with FORCE from a third world colonized country with ethnic and religious tensions into one of the best countries on earth. This why I think the western version of "democracy" does not work in Somalia or for Somalis. You need someone who will mobilize and do ANYTHING that is needed to fix Somalia and make it into a independent sovereign state, free of UAE and Ethiopian influence.
You're right now that I think about it, especially in developing East Asian countries. Such as South Korea's military leader Park Chung-Hee, who ruled during their peak economic transformation years. Taiwan was also a dictatorship until 90s, with martial law between '49-'87! Likewise Brunei, the rich micro-nation. Technically even in Middle East, with their respective absolute monarchies, active as we speak. Or rebuilding Eastern Europe post-WW2. The common denominator was having a robust, effective and unhindered governance.
I'm afraid we're past the stage of having a "strongman", to push through necessary development, during a short stint. That could have been done during the Kacaan years. But we had someone who sought after self enrichment and left his people to despair. Along with it, fragmenting the somewhat unity we had in the Somali society prior. Which lead to the country in ruin. Today, there are even rampant intra-clan distrusts, let alone on a national level.
Therefore does this approach, not suit us. We should instead aspire, a post-WW2 development direction, that we saw in western Europe through democracy. It may lead to a slow paced development period. But in my opinion, that's required to make sure that everyone is onboard as we are going through the state building process. And ensure mechanisms, that will never take us back to past misstakes.
